Why retaining wall Brisbane searches are so frustrating
Almost every Brisbane retaining wall page tells you the same thing: walls over a metre need council approval, here is our phone number. That sentence is a quarter of the actual rule, and it leaves out the two conditions that catch most suburban jobs, surcharge and proximity. It is why a council page outranks half the trade sites in this city on a commercial search. People are not looking for a slogan. They are trying to work out what they are dealing with.
The fuller answer is not complicated, just rarely spelled out. There are five building-approval triggers, not one. Building approval turns on the physical wall, while QBCC licensing turns on the value of the work, and the two are separate questions. Drainage is structure rather than landscaping, because it is the detail most often blamed when a wall moves. Costs compare properly only on the face-area basis a quoter uses. And terrain does much of the deciding, from the Mount Coot-tha foothills to the south-eastern rises.
Brisbane is a particular kind of retaining problem. Much of the pre-1980s housing sits on hand-cut benches held by timber sleeper walls that are now 30 to 60 years old, which is why the most common enquiry in this city is not "build me a wall" but "my wall is leaning, what now". Raising a Queenslander and building underneath adds a surcharge where there was not one before. Creek catchments concentrate stormwater where the ground already falls. None of that shows up in generic advice written for the whole country.

Queensland has five building-approval triggers, not the single one-metre rule most people have heard: total height including retained fill or cut, surcharge load at any height, proximity within 1.5 metres of a building or another wall, pool barrier involvement, and combined wall-and-fence height.
Engineering explained, not assumed
Where a wall needs building approval it generally needs RPEQ structural design to AS 4678, certified on a Form 15. Form 16 is the building certifier's inspection certificate and Form 12 covers installer or aspect certification. Knowing which certificate does what tells you what to ask a quoter for.
Drainage treated as structure
Subsoil drainage behind a retaining wall is required under QDC NMP 1.7 and is the most commonly cited cause of wall failure. Drainage detail belongs in the quote for every wall type, not only the tall ones.
Costs shown on wall face area
Walls are priced per square metre of wall face, height multiplied by length, rather than per lineal metre. Excavation, drainage, backfill, engineering, difficult access and GST normally sit outside that rate, which is why two quotes on the same wall can look so different.
The rules that govern a Brisbane retaining wall come from three places: Brisbane City Council's published retaining wall requirements, the Queensland Development Code, and AS 4678. Beyond those, the deciding factor is usually the ground itself, which is why so many questions genuinely have no answer until someone has looked at the block. Regulated work is carried out by QBCC-licensed building contractors, and structural design where it is required comes from an RPEQ engineer.
